The success of Health Action Council Ohio program is clear:
- Five consecutive years of single-digit gross trends (2003-6.2%; 2004-0.7%; 2005-4.5%; 2006-4.4%; 2007-3.02%).
- Fifty-nine (59) HAC members currently participate in this program.
- More than 406,058 lives currently enrolled in this program, making it one of the largest purchasing efforts in the country.
- In addition to the significant financial savings, participating HAC members have 100% autonomy in plan design, drug coverage and allocation of Performance Guarantee dollars, which can be re-allocated annually.
| The HAC Rx Program saves members -- and their employees -- in many ways:
Deep discounts -- With two financial models to choose from, Reinvested Rebates or a Transparent Pass-Through model, our pricing provides deep discounts off wholesale prices at purchase, giving immediate savings to members and their employees. Both models have been designed to be financially equivalent. Additionally, participating members may change from one financial model to the other on an annual basis.
Independence -- HAC believes in the value of being objective and independent. We accept only unrestricted grants from pharmaceutical manufacturers. Our Prescription Drug Program has earned the reputation of being objective, independent and transparent. As a result, we are totally focused on providing value to our members and their employees without Rx industry influence. Undoubtedly HAC member prescriptions are filled with cost-saving generics more often than average: Our generic dispensing rate (GDR) -- using generics when available within a therapeutic class -- of 59.7% exceeds by far all industry benchmarks.
Not-for-profit -- Only HAC members benefit from the success of our program. Membership dues and fees are all invested in services that enhance our Rx program:
- Expertise -- We hire nationally-known pharmacists and Rx financial advisors to work with our Rx Steering Group, composed of member companies.
- Contract advice -- HAC works with outside counsel to provide legal advice on our PBM contract.
- Auditing -- We retain PBM specialty auditors regularly to conduct audits for all HAC User Group members.
- Customer service -- HAC staff are regularly involved in addressing member implementation and customer service issues, if any.
- Education -- HAC holds regular meetings, web casts and conference calls on topics of interest to the Rx User Group.
- Best practices -- We hold periodic "Share and Compare" sessions, meetings devoted entirely to employers presenting case study information on benefits design, administration and communication. We learn from each other.
- Analysis -- Our program provides advanced analytical tools for members to use, or if requested, with HAC staff assistance.
