Operations & Finance
The Health Action Council is funded through membership dues and administrative fees paid by members for participation in group purchasing programs. Financial decisions are made with the guidance of our Finance and Operations Committee composed of Thomas Tercek, Rich Hendrix, Martha Lanning, Scott Kermode and Chuck Liebenauer, Chairman and Treasurer.

In this complex and fast-growing healthcare economy, HAC must weigh each decision to avoid conflicts. Maintaining an independent perspective is very important to meeting our mission.  For instance, our purchasing decisions are supported by rigorous process. We hire the best expertise available to inform our decisions and contracts, then monitor our relationships with independent advisors and auditors.

As shown below, our funding derives from a variety of sources. To those members, sponsors and program partners who support us, we are very grateful.

The HAC Board allocates funds for the benefit of our membership and, when possible, the broader community. Our key fiscal priorities are to garner savings for HAC members and to expend funds in ways that align with their source. For example, group purchasing program revenues are reinvested in those programs; sponsor fees from our Kick-Off Conference are spent on HAC educational programming; participating health plans split the cost of NBCH expertise for the P3 process, etc.
